Biden administration's secret negotiations with Iran

The New York Times confirmed the news of the Biden administration's secret negotiations with Iran.
According to reports from the New York Times, the Biden administration secretly entered into negotiations with Iran to limit Tehran's nuclear program and release Americans imprisoned in Iran.

The US goal is to reach an informal, unwritten agreement, which some Iranian officials call a "political ceasefire," aimed at preventing further escalation.
The provisions that Iran and the United States agreed upon are as follows:
Iran's commitments:
Enrichment does not raise uranium above 60%.
It will not attack American forces in Iraq and Syria.
Expands its cooperation with the agency for further monitoring
Will not sell ballistic missiles to Russia
Releases American prisoners
And in return, America's commitments:
The US will not add new sanctions to previous ones.
It will not seize Iranian tankers.
The Security Council or the IAEA Board of Governors will not issue a new resolution against Iran.
Frozen assets in Korea to be released with monitoring of consumption
According to the aforementioned commitments, this negotiation is more like a "ceasefire" than an "agreement."
This agreement was reached while many people are moving from Frankfurt to Berlin today, Thursday, June 15, so that they can bring about good things there in support of the Iranian people, raise their voices against calling the Islamic Republic regime and its crimes terrorists, and demand that the Islamic Republic's Revolutionary Guard Corps be placed on the terrorist list.
Given that Iran's future is still pregnant with many other events, who will emerge victorious in this? The people or the government that has reached an agreement with the United States?
