Tehran Municipality, fertile ground for Iranian rulers

According to FCNN: In a report on the state of the municipality of the Iranian capital, Tehran Mayor Mohammad Ali Najafi accused the mayor and former managers of this institution of cases such as "spending the municipal budget on the presidential election," "suddenly hiring 13,000 people on the eve of the election," "betrayal in the municipal employee reserve fund," and "arbitrarily transferring 674 properties."
Mr. Qalibaf, however, has denied all reports of corruption in the municipality and announced that there has not been a single case of "organized misconduct" in this institution.
But it should be noted that the volume of documents released today is not only about Ghalibaf, but about the entire Iranian system. And this corruption is not just an ordinary corruption, and it is quite clear that the great city of Tehran, with its vast lands and staggering population and the center of control over the entire country, is a very suitable place for the implementation of the rulers' personal goals and plans. Meanwhile, the Tehran Municipality, which is the center of all economic activities in this city, can easily issue permits for any action or practice and plays a significant role in this regard.
This corruption has plagued Tehran and other major cities for years, and in order to make it appear legal and also to hide the amount of income and easy access to the illicit financial resources of their operations, they established the City Bank.
One of the best ways to rob people is to establish banks affiliated with each organization. In this way, no one is accountable to anyone, and the Central Bank, while benefiting from these banks, does not accept responsibility for their performance.
In early 2011, about 6 years ago, almost all municipalities in Iran started a dirty deed, the consequences of which will soon be clear and obvious. In this regard, and in accordance with the coordination of the metropolitan cities and the board of directors of the Central City Bank, it was decided that the municipalities would compensate for their lack of financial resources by obtaining loans from the City Bank, using a clever trick of the municipality.
But where is the problem and clever trick in this? We all know that the municipality needs to acquire the properties and lands in question in order to implement its development projects and to improve, renovate, and develop urban roads. And in order to acquire these properties, their documents are officially transferred to the municipality.
Therefore, in order to pursue their predatory policies to go through the systemic cycle and bank documentation and receive loans, the municipalities mortgaged the documents of these properties and lands in question to the city bank and received large loans. Given that these lands and properties are no longer available as specific properties and are all either on the road and highway or in the form of parks and parking lots, etc., therefore, according to the municipal agreement and the official transfer of the document, it is no longer capable of any other use. Because after the acquisition, occupation and destruction of the property and the implementation of the plan on these properties by the municipality, the document is inconsistent with the existing situation and the so-called property has become a good one.
Finally, it should be known that corruption of this magnitude is only possible with the cooperation and coordination of the entire government and banking system. And these revelations by the current mayor of Tehran are very minor and insignificant compared to the major corruptions in the municipal system. And they will definitely be fruitless and ineffective, like other revelations.
The investigation and follow-up of this case, like other revelations, will ultimately end well for the General Inspectorate of the country, and the heavy blow of this situation will be felt by retirees from all municipalities in the country in the near future.
