Ambiguity in the composition of negotiators and Qalibaf's unexpected role in sensitive negotiations in Islamabad

The possibility of Qalibaf's unexpected role in the sensitive negotiations in Islamabad has created ambiguity in the composition of Iranian and American negotiators, which has added to the complexity of the political atmosphere of these talks.

As a new round of diplomatic talks between Iran and the United States approaches, conflicting reports about the composition of the Islamic Republic’s negotiating team have added to the complexity of the political climate. The talks, which are scheduled to be held in Islamabad on Friday with Pakistani mediation, come at a sensitive time, following a period of military tensions and unprecedented changes in Iran’s power structure.

According to published reports, the leadership of the Iranian negotiating team in this round of talks is likely to be entrusted to Mohammad Baqer Qalibaf, the speaker of the Islamic Consultative Assembly, in a move that, if confirmed, would be a significant change in the traditional pattern of Iranian foreign negotiations. In the past, this responsibility has mostly been the responsibility of the foreign minister or diplomatic figures close to the ministry.

However, some sources close to the security institutions have announced that this decision has not yet been finalized and is being reviewed at the highest levels of government. According to these sources, the decision-making institutions are evaluating various aspects of these negotiations and an official announcement is expected in the coming days.

On the other hand, it was previously reported that US Vice President JD Vance will lead the American team in these negotiations, an issue that indicates the high importance of these talks for Washington.

This round of talks has been planned at the invitation of Pakistani Prime Minister Shahbaz Sharif. He announced this morning, Wednesday, April 8, that he has asked representatives of the two countries to be present in Islamabad on Friday, April 10, to negotiate further to reach a final agreement to resolve all differences.

If Ghalibaf attends these talks, it will be the first time that the speaker of the Iranian parliament has directly participated in such a high-level international dialogue. This possible change could signal a redefinition of the role of domestic institutions in Iran’s foreign policy, especially given the country’s power structure that has undergone significant changes following recent developments.

International analysts believe that the possible shift in the role of negotiator from the diplomatic apparatus to a political and security figure could indicate a more rigorous approach to negotiations. Some also see this change as a sign of an effort to create greater coordination between different governing institutions in the decision-making process.

These developments come as Iran's political climate continues to be affected by the aftermath of recent conflicts. Reports of the killing of a number of senior officials in military strikes, as well as a change in the leadership of the Islamic Republic, have created an unprecedented situation. Despite the introduction of the new leader, there has been no sign of his public presence, and only written messages have been attributed to him.

More broadly, the talks could be a turning point in relations between Tehran and Washington, which have oscillated between tension and attempts at dialogue in recent years. Pakistan's role as a mediator is also particularly important, as Islamabad has tried to provide a basis for reducing tensions by maintaining contact with both sides.

Ultimately, what distinguishes this round of negotiations is not only the issues discussed, but also the likely mix of negotiators and the surrounding political circumstances—factors that could significantly influence the future course of these talks.
