Charlie Anouetakieh: Artificial Intelligence Regulations Should Not Violate National Sovereignty

Christian representative Charlie Enouyetekie spoke about artificial intelligence regulations that should not violate the national sovereignty of countries.

Charlie Anouetakieh, representative of Assyrian and Chaldean Christians in the Islamic Consultative Assembly, said at the meeting of the Standing Committee on Democracy and Human Rights of the Inter-Parliamentary Union in Geneva regarding the regulation of artificial intelligence and democracy: "The draft resolution before us is a commendable effort to address the profound impacts of artificial intelligence and democracy, human rights and the rule of law. However, we believe that we need to strengthen the text by taking into account the different capacities and priorities of developed, developing and less developed countries."

Many countries, especially those with limited resources, may struggle to regulate and effectively use AI. Furthermore, it is crucial to emphasize the principle of national sovereignty in any discussion of AI. The regulation and deployment of AI should not infringe on the national sovereignty of countries or interfere in their internal affairs, and AI should be a tool to strengthen the ability of states to govern independently and effectively. AI frameworks should respect the right of each country to self-determination while at the same time strengthening innovation and governance at the national level.

Charlie Anouar continued his speech on this subject: "In addition to the opportunities it creates, artificial intelligence also brings challenges. This technology can help governing institutions make more effective and informed decisions by analyzing data faster and more accurately, which facilitates the effectiveness of public policies. At the same time, the misuse of this technology and the provision of false and unrealistic data can lead to harm to societies and governments in the areas of decision-making and decision-making."

Furthermore, any regulation in the field of AI should be consistent with the principles set out in the Tunis Agenda for the Information Society and the Geneva Declaration of Principles. These documents stress the importance of enhancing international cooperation, trust and security in digital technologies. Therefore, any global framework for AI should foster cooperation, use shared knowledge and resources to create an inclusive and equitable digital landscape. Ensuring transparency, security and trust in AI systems is essential to prevent abuse and build global trust.”

The Christian representative, while referring to the challenges facing governments, continued: "The significant challenges posed by unilateral coercive measures should not be ignored. The continued use of these measures limits the ability of affected governments to allocate resources effectively, and not only undermines sustainable development in these countries, but also hinders their effective participation in the global digital economy."

"Unilateral coercive measures deepen the digital divide by limiting access to advanced technologies in developing countries, especially in the field of artificial intelligence; therefore, we strongly believe that any resolution on artificial intelligence must address the detrimental effects of such measures, as unilateral coercive measures hinder genuine global cooperation, development and innovation and make development unsustainable."
