Providing national IDs to Afghan citizens and foreign nationals is a new policy of the Islamic Republic government.

The government of the Islamic Republic adopted a new policy by providing national ID cards and ID cards to foreign nationals.
Afghan citizens who have immigrated to Iran from their country for years and have become refugees have not only not enjoyed any refugee rights, but the children of those born in Iran also remained without identity because they were not issued identification cards.
Now, after the start of nationwide protests to overthrow the regime and its collapse from within, the government has adopted new policies. In addition to hiring foreign forces to suppress the people again and using children or the elderly for this purpose, it intends to abuse Afghans and other foreign nationals who are refugees in Iran.
According to published news, the political deputy of the governor of Khorasan Razavi said: "As part of the plan to smarten up information on foreign nationals residing in Iran, a ten-digit unique code or identifier, such as the Iranian national code, will be assigned to each citizen. This unique identifier will be recognized as a single identifier in the civil registry, traffic police, the Ministry of Interior, and other institutions, and all services to citizens will be provided with this code." He also added that by providing this single identifier in the 13th government, we will see the facilitation of providing services to citizens.
By adopting this new policy, the government intends to allow foreigners to participate in government elections, because the Iranian people announced in the protests that they would not participate in any government elections. In addition, it is not unlikely that it will use them to suppress the people at the cost of staying in Iran.
