Million-Toman Fraud by Afghan Girl Named ‘Arzoo’ Posing as UN Employee in Tehran

Tehran Police have launched a manhunt for a girl named Arzoo who, for some time, has been promising Afghan migrants residing in Tehran that for a payment of 12 million tomans, she could facilitate their resettlement to European countries through the United Nations.

Colonel Detective Hossein Zare, head of the ninth base of Tehran’s Intelligence Police, regarding Arzoo’s fraud method, said: Last June, a number of Afghan nationals approached officers at the 175 police station in Baqershah for help. All the complainants who sought police assistance spoke of a young woman who had promised them that by filing a case at the UN office, they could immigrate to European countries.
Detectives at the ninth base of Tehran’s Intelligence Police, in the first step, asked the victims to describe the physical characteristics of the young woman who had defrauded them for the investigation team.
According to the report of Khabronline and based on the press report of Tehran’s Intelligence Police: One of the victims said in this regard: The young woman was Afghan and her name was Arzoo. She told me she could file a case for me at the UN office so I could immigrate to one of the European countries, and this opportunity only exists for Afghan nationals.
This person further explained: The young woman told me I needed to pay a total of 12 million tomans, and to file the initial case, I had to pay 2 million tomans.
Another complainant of Arzoo also told investigators: Arzoo, under the pretext that 2 million tomans must be paid as an advance for reviewing each case by the applicant for immigration, took this amount from me. After some time, when I was following up on my case, she told me I had to deposit another amount. In total, she took 12 million tomans from me.
This victim told investigators: After a few days, when I went to the UN office to follow up on the legal process of my immigration, I realized that such a process for legal migration of Afghan nationals to other countries does not exist at all.
However, this was not the only method of fraud by the young woman. Another method employed by Arzoo was promising employment at the UN office to her victims. When investigators wanted to obtain the account number to which the money had been deposited, they discovered this fraud method.
Colonel Detective Hossein Zare also said in this regard: By examining the financial transactions of money deposited by the victims, investigators found that all deposited money was transferred to an account in the name of a woman named Raghieh.
When police were able to identify Raghieh in Baqershah, they found that she is one of Arzoo’s relatives and she too, believing one of this young woman’s promises, thought she was working for the UN.
After appearing at the ninth base of Tehran’s Intelligence Police, Raghieh told investigators: Arzoo promised employment at the UN office and with this trick, she said that to be employed, I first needed to complete a training course (internship).
Raghieh further explained: Along with Arzoo, and to file cases, we would go to the homes of Afghan migrants, and she would introduce me as her colleague at the UN office; she would deposit the money received from people into my bank account and is currently in hiding; in fact, she has deceived me as well.
Colonel Zare also addressed citizens and Afghan nationals, saying: In continuation of the case investigation and to identify the suspect’s hideout and arrest the accused, an order for the publication of the unmasked image of the accused has been issued by the esteemed judicial authorities; therefore, all respected citizens who are able to identify the image of the accused and have information regarding the hideout or places frequented by this person are requested to provide any information they have in this regard through the phone number 73948277 to the investigators of the ninth base of Tehran’s Intelligence Police.
