Joe Biden administration's efforts to prevent the Revolutionary Guard from being placed on the terrorist list

The Joe Biden administration is doing its utmost to prevent the Revolutionary Guard from being placed on the terrorist list.
According to the Daily Telegraph, diplomats in the Joe Biden administration are pressuring the British government and trying to block the implementation of the Home Office plan of the Rishi Sunak government to place the Islamic Revolutionary Guard Corps on the list of terrorist organizations.
According to the British publication, the US State Department has argued that London could play a key role as a negotiator with Tehran, which would be weakened by the move. The British Foreign Office also used this argument to oppose the Home Office's proposal to designate the Islamic Republic's Revolutionary Guard Corps as a terrorist organization.
The efforts of the Joe Biden administration to take this action come at a time when, in the past, the Islamic Revolutionary Guard Corps was placed on the list of terrorist organizations by the Trump administration, and the pressure of the Joe Biden administration on Britain contradicts this issue.
The process of placing the Islamic Revolutionary Guard Corps on the list of terrorist organizations is under review by the British Home Office, and no decision has yet been made about it, because the country must weigh the risks and benefits of such a move and act cautiously.
German Foreign Minister Annalena Baerbock also announced in an interview with reporters: "The European Union's legal service has said that there is currently no legal basis for placing the IRGC on the EU's terrorist list. But Annalena also pointed out that they will not stop trying and have approved new sanctions against the Islamic Republic for this purpose."
The Islamic Republic of Iran has also repeatedly warned governments in Europe about the consequences of labeling the Revolutionary Guard Corps as a terrorist organization, and not to sacrifice their mutual interests for fleeting political issues and emotional decisions.
Iran's warnings, as well as the mediation of the Joe Biden administration and the decisions of the UK, mean that the politics between countries do not allow the IRGC to be listed as a terrorist organization, because each country looks after its own interests and its people first. In other words, all countries except the Iranian people share in all the interests of Iran.
If the British government's decision to stop designating the Revolutionary Guards as terrorists becomes final, the Islamic Republic will continue its crimes against the Iranian people with greater intensity than in the past.
Given all the crimes and killings that the Islamic Republic regime has committed during the 5 months of nationwide protests, will the British government refrain from placing the Revolutionary Guard Corps on the terrorist list?
