Russia’s Federation Council Approves “Comprehensive Strategic Agreement” with Iran

Russia’s Federation Council approved the “Comprehensive Strategic Agreement” with the Islamic Republic of Iran.
Russia’s Federation Council, in its session on Wednesday, April 17, in the upper chamber of parliament, approved the “Comprehensive Strategic Agreement” between Iran and Russia by majority vote.
The aforementioned agreement was signed in January of this year (2025) by Masoud Pezeshkian, President of Iran, and Vladimir Putin, President of Russia, in Moscow. Members of the Federation Council in the said session emphasized the importance of strengthening Russia-Iran relations and described the approval of this agreement as a step toward expanding bilateral cooperation in various fields.
Negotiations for the approval of this agreement began in 2021, and in recent years gained momentum due to international developments and their impact on both countries, including intensified sanctions against Iran and Russia. According to statements by officials of both countries, the approval of this agreement is a response to “unilateral Western policies.”
This agreement, as a long-term document, establishes a framework for Iran-Russia cooperation in the fields of security, economy, politics, science, culture, and energy. Although Russia’s State Duma approved the aforementioned agreement by majority vote, the Iranian Islamic Consultative Assembly has not yet formally proceeded with its approval.
The agreement states: “The parties must commit to expanding military and security cooperation, technology exchange, participation in infrastructure and energy projects, as well as coordination on regional and international issues. Furthermore, cultural and academic ties must also be strengthened between the two countries.”
According to experts, the approval of the aforementioned agreement indicates that Russia and Iran have resolved to establish new strategic alliances in the post-Ukraine war period and in confrontation with America and the West. Both countries are also seeking to overcome the economic and political pressures of the West through long-term cooperation.
