Iran’s Diplomatic Efforts Ahead of Vienna Talks

Three weeks before the start of JCPOA negotiations, Iranian officials have undertaken diplomatic measures to win the favor of European countries. Amirabdollahian held talks with his German counterpart, and Bagheri announced meetings with European politicians.

On the 8th of Azar (November 29), the seventh round of JCPOA Joint Commission talks will be held in Vienna. The Iranian Ministry of Foreign Affairs intends to address certain issues through discussions with European officials as well as politicians from Russia and China before the start of these negotiations.

The German Foreign Ministry announced on its Twitter account a phone call between Hossein Amirabdollahian and Heiko Maas, Germany’s Foreign Minister.

The Twitter post stated: “Heiko Maas spoke by phone today [Monday, November 8] with Amirabdollahian, Iran’s Foreign Minister. The main focus of this conversation was the resumption of talks in Vienna at the end of this month. Germany’s goal remains that these negotiations reach a conclusion as quickly as possible and that compliance with the commitments stipulated in the nuclear agreement be realized as soon as possible.”

On the other hand, Iran’s official news agency, IRNA, also reported on Monday, November 8, a phone call between Hossein Amirabdollahian and Liz Truss, his British counterpart. IRNA announced that the main topic of the conversation between the two officials was the talks on the revival of the JCPOA and the lifting of sanctions.

Ali Bagheri Kani, Deputy Foreign Minister of the Raisi administration and the country’s senior negotiator in Vienna, also announced in a Twitter post that in the coming days he would meet with “several European counterparts” in connection with the lifting of sanctions stipulated by the United States.

The announcement of the start date for the seventh round of JCPOA talks in Vienna came after Bagheri’s talks with Enrique Mora, Deputy to Josep Borrell, the European Union’s foreign policy coordinator and the EU’s representative in the JCPOA negotiations.

On Monday, November 8, Said Khatibzadeh, spokesman for the Islamic Republic’s Ministry of Foreign Affairs, again called for obtaining assurances from the United States regarding the non-repetition of that country’s withdrawal from the nuclear agreement.

It should be noted that the Biden administration has repeatedly and explicitly stated that from a legal perspective it cannot make decisions for a future U.S. administration, and that providing such assurances from that country is not possible.
