Iran Flourishing Project Unveiled; Reza Pahlavi Reiterates Commitment to Unified Iran and Democratic Transition

The unveiling of the Iran Flourishing Project, emphasizing a unified Iran and a democratic transition program, along with the release of an updated version of the Emergency Period Handbook, indicates detailed planning for the post-transition period.

As Iran’s political landscape remains affected by internal developments and external pressures, Reza Pahlavi, by releasing an updated version of the “Emergency Period Handbook,” discussed a project that he describes as a roadmap for administering the country in the initial months following the collapse of the Islamic Republic.

In a video released on social media last night, while outlining the dimensions of the “Iran Flourishing Project,” he once again emphasized the preservation of the country’s territorial integrity and considered any tendency toward separatism a “red line” for himself. This positioning comes at a time when discussions about the structure of future governance, the rights of ethnic groups, and the form of the future political system have become one of the serious focal points among opposition forces to the Islamic Republic.

Pahlavi, in a meeting with members of the “Congress of Nationalist Iranian Peoples,” stated that Iran must remain unified and under the rule of law, and emphasized that in the aftermath of freedom, a clear legal framework will ensure equality for all citizens.

He said: “Iran belongs to all Iranian people and every corner of it belongs to each of us. A unified Iran under one flag will provide the greatest guarantee for the protection of our rights and freedoms.”

He also warned that the partition of Iran is his “red line” and added: “We cannot refrain from confronting those who harbor the intention to partition Iran or those who are hostile to the foundation of our Iranianness.”

This opposition figure emphasized that in the post-Islamic Republic future, “rule of law” will be the basis for administering the country and all citizens will be equal before the law. He said: “In the day of freedom, it is the rule of law that will protect the rights of each and every citizen of Iran. All of us in this gathering bear this commitment to this future.”

Pahlavi, referring to Iran’s turbulent history, added: “Throughout history, we have stood for Iran and given our lives, and for this reason, despite centuries of confrontation with occupying enemies, we have stood and survived, and we will continue to do so in the future.”

He also emphasized: “We are also a nation and relatives, and our family is the great family of Iran. We are committed to establishing a unified and democratic Iran under the sovereignty of law and the Lion and Sun flag, ending all forms of discrimination and ensuring individual freedoms and equality of citizens before the law. We have stood for Iran’s freedom and security.”

At the end of this message, he expressed hope that the period of exile is coming to an end and said: “I hope that today’s meeting will be our last meeting in exile, and soon we will celebrate Iran’s freedom.”

Prince Reza Pahlavi, simultaneously announced the release of an updated version of the “Emergency Period” handbook; a document that, according to him, outlines the framework for administering the country in the first six months of the transition period. This document is part of the “Iran Flourishing Project,” which has been introduced as the fifth phase of his five-part strategy.

The full text of the message released by Reza Pahlavi is as follows:

“Dear compatriots,

Today, the updated version of the Emergency Period Handbook of the Iran Flourishing Project is being released. The Iran Flourishing Project is the fifth part of our five-part strategy to reclaim Iran and rebuild it. The Flourishing Project presents the vision and program for transition to democracy and reconstruction of the country.

The Emergency Period Handbook in the first six months focuses on the country’s immediate needs, crises facing this period, and solutions and opportunities, and has been prepared with the direct participation of dozens of experts. A draft of this handbook was presented in summer 2025.

In line with maximum transparency and accountability, experts and the general public were asked to share their views with the implementers. The Iran Flourishing Project team spent hundreds of hours in dialogue with experts; reviewed thousands of received suggestions and now presents the updated version.

I am grateful to the management, executive team, writers, and advisors of the Iran Flourishing Project for taking this great step. I also thank all those who, in a sincere and constructive manner, submitted their suggestions for improving the quality of this handbook.

For the first time in recent decades, a national project of this magnitude, with universal participation and in a transparent process, has been conducted and completed. We will continue and employ this process in other phases of the Iran Flourishing Project and other projects.

The Emergency Handbook outlines the main points of the structure and programs I support for administering the country in the day following the collapse of the Islamic Republic, in the first six months of the transition period. My team and I are committed to these programs and are ready that, after bringing the Lion and Sun revolution to the finish line of victory and overthrowing the Islamic Republic, we will take the helm of affairs. Following that, we will guide and bring to completion the process of power transfer, establishment of a transition system, creation of security, reconstruction of the country, and transition to democracy.

As always, the support and trust of you, the great nation of Iran, has been and will be my greatest asset.

With the release of this document, the discussion about the future structure of Iran’s political system and transition scenarios has entered a new phase. Now the main question is whether the opposition will be able to reach consensus on a common framework and bring the announced programs from the statement level to the implementation level or not.
