Switzerland implements EU sanctions against Iran

According to the BBC, the Swiss government has decided to implement EU sanctions against Iranian institutions and officials in connection with sending a drone to Russia, but will not do so for sanctions related to the suppression of protests.
The Swiss government statement said that the Foreign Ministry and the Finance Ministry have decided not to implement EU sanctions related to the ongoing protests in Iran.
The Swiss government says that this decision took into account "all domestic and foreign interests of Switzerland." In the statement, Switzerland condemned the use of force by the Iranian government's security forces. Switzerland is not a member of the European Union and had previously announced that it would review the implementation of the EU's sanctions against Iran. (Source: BBC)
Switzerland has never intervened in any war. But is its decision not to support sanctions related to the suppression of protests related to the foreign exchange resources belonging to the Islamic Republic and held in Swiss banks? Is the threat to the integrity of the Iranian nation important to Switzerland, or is it only concerned with the interests of the country and its people, and is the issue of human rights unimportant to it?
